The International Testing Agency (ITA), leading an independent anti-doping program for the International Weightlifting Federation (IWF), has notified German weightlifter Vicky Schlittig of an Apparent Anti-Doping Rule Violation. The ITA reports that a sample collected during an in-competition testing mission on 26 September 2021 during the 2021 European Junior Championships in Finland from Vicky Schlittig, a weightlifter from Germany, has returned an Adverse Analytical Finding (AAF) for the prohibited anabolic steroid dehydrochloromethyl-testosterone (DHCMT). The athlete has been informed of the case and has been provisionally suspended until the resolution of the matter. She has the right to request the analysis of the B-sample. Pursuant to the IWF’s delegation of its anti-doping program to the ITA, the prosecution of the case is being handled entirely by the ITA. Information on the Electoral Process

The IWF informs its Member Federations and Candidates that the final list of eligible and ineligible Candidates could not be published yet for the following reason.The Eligibility Determination Panel (EDP) through Sport Resolutions was entrusted to conduct an independent eligibility control, however, the EDP did not deliver the final list of eligible and ineligible candidates by 19 November 2021 to the IWF President and Electoral Commission as required by the IWF Constitution and the Terms of Reference of the Eligibility Determination Panel.The IWF is determined to follow the highest governance standards and ensure a legal and fair electoral process, and will publish the full list as soon as possible according to the IWF

IWF Electoral Congress

We trust this letter finds you in good health and offer our continued gratitude for your support of weightlifting. With this letter, we would like to give you further practical information to ensure the successful organization of the IWF Electoral Congress to be held between 2021 December 2021 in Tashkent, Uzbekistan. The 2021 IWF Electoral Congress shall be held in person. Therefore, Member Federations are expected to send their delegations to Tashkent. We hereby remind you that the IWF will cover flight tickets for only one (1) delegate on the condition that the flight is booked by IWF. After your registration is complete on the e-entry platform, the IWF will provide you with your flight tickets. For those Member Federations with representatives already in Tashkent for the IWF World Weightlifting Championships, the IWF will not cover a flight ticket that would enable return journeys to be made to the country of origin for delegations during the short period between the IWF World Weightlifting Championships and the Electoral Congress. Accommodation Please note that the IWF will only cover three (3) nights for one (1) delegate in the official Hotels of the Electoral Congress which will be: International Hotel Tashkent and Radisson Blu Hotel. Second delegate – Accompanying Guests Please note for Second Delegates or Accompanying Guests‘ flight tickets and accommodation will not be covered by the IWF and shall be covered by attendees themselves.Accommodation rates are the following at the International Hotel Tashkent and Radisson Blu Hotel: Single Room – 180 USD/ per person/ per night Double Room – 160 USD/ per person / per night We are aware that in certain exceptional circumstances, some Member Federations, due to the situation of the pandemic, might be prevented from travelling to Tashkent. IWF Announces First Athlete Elections

The International Weightlifting Federation (IWF) has asked its member federations to submit nominations for the forthcoming Athletes Commission elections. The elections, a key step in implementing the governance reform adopted earlier this year, will take place during the IWF World Weightlifting Championships between 7 and 16 December in Tashkent.   Following the elections, the IWF will break new ground in athlete representation by having three athletes on the IWF Executive Board and also having three athletes as full voting members of the IWF Congress. “Thanks to the steps we have taken to adopt a new constitution and implement it, the IWF can say with certainty that athletes will be given a strong voice within IWF decision making and that there will be important new faces on the IWF Executive Board,” said IWF Interim President Dr. Michael Irani.  “I am deeply proud of the way we have been able to fully deliver on the expectations that the IWF would renew its governance, ensure clean weightlifting competition at the Tokyo 2020 and demonstrate a very different culture by having new faces on the Executive Board. THE INTERNATIONAL TESTING AGENCY (ITA) ASSERTS ANTI-DOPING RULE VIOLATIONS (ADRVS) AGAINST RUSSIAN WEIGHTLIFTER RODION BOCHKOV FOR THE PRESENCE AND USE OF PROHIBITED SUBSTANCES BASED ON MOSCOW LABORATORY DATA AND SUBSEQUENT ADVERSE ANALYTICAL FINDING. The ITA reports that it has asserted ADRVs against Russian weightlifter Rodion Bochkov under Article 2.2 (Use or Attempted Use by an Athlete of a Prohibited Substance or a Prohibited Method) and Article 2.1 (Presence of a Prohibited Substance or its Metabolites or Markers) of the International Weightlifting Federation Anti-Doping Rules (IWF ADR). The Article 2.2 assertion is based on investigations conducted by the World Anti-Doping Agency’s Intelligence and Investigation Department (WADA I&I) and by Professor Richard McLaren into allegations of systemic doping practices in Russian sport as well as Moscow Laboratory Information Management System (“LIMS”) data retrieved by WADA I&I over time. In particular, these investigations uncovered LIMS data as well as underlying analytical data pertaining to a sample provided by Mr Bochkov in 2012 and this evidence was provided by WADA I&I to the ITA in 2021 for further assessment. Accordingly, the ITA conducted further investigation and target testing, including the collection of a sample during an out-of-competition testing mission on 6 September 2021. The analysis of the sample revealed an Adverse Analytical Finding (AAF) for the prohibited steroid dehydrochloromethyl-testosterone metabolite (DHCMT). The athlete has been informed of the case and has been provisionally suspended until the resolution of the matter. He has the right to request the analysis of the B-sample. IWF Executive Board Meets, Decides Good Governance Provisions

The IWF Executive Board met online and in person in Jeddah, Saud-Arabia and discussed good governance measures, making several key decisions aimed at implementing the recently-adopted Constitution at the heart of the IWF’s reforms. The decisions focused on provisions for the various upcoming elections and ensuring they are conducted according to high levels of integrity. “The IWF has already turned a corner. We already know that the composition of the Executive Board after the coming elections will be more representative of athletes, have improved gender equity and that all candidates will have had to go through eligibility checks that include strict provisions around clean sport,” said IWF Interim President Dr Michael Irani. “We already know this because of the Constitution adopted in August. Today’s decisions around the implementation of that Constitution are a further demonstration of just how far the IWF has come in terms of reform.” Terms of Reference were approved for the IWF’s new Legal Commission and Electoral Commission. There was also discussion about ensuring the IWF serves as the best possible example for Member Federations, with support being provided through translation of the IWF Constitution to several languages such as Spanish, French, Russian and Arabic and with possible continental seminars of the newly adopted rules. The election rules for the IWF Athletes Commission were also approved, with participants at the 2021 IWF World Weightlifting Championships in Tashkent to serve as the electorate. Three athlete representatives will then go on to become members of the IWF Executive Board and also have a vote at the IWF Congress. The IWF Athletes Commission election rules will now be subject to approval by the Electoral Commission. After the approval of the Electoral Commission all details of the process will be provided to Member Federations. Taken together, these developments will make the IWF a leader in athlete inclusion in decision making. The IWF Executive Board also discussed progress towards the 2021 IWF World Weightlifting Championships, which continues to be on track. “We are determined to follow up on the clean weightlifting competitions of Tokyo 2020 with clean World Championships. After turning a corner, it is vital that weightlifting stays on the right track. And I am confident that the measures we are putting in place will ensure just that,” continued Interim President
